Project Summary
Lincolnshire Housing Partnership (LHP) manages nearly 12,500 affordable rental and shared ownership homes and offers a range of other services to support people and communities across the historic east coast of Lincolnshire.
Implementation
The scope includes the removals and encapsulation of asbestos containing materials as identified in relevant asbestos surveys by others. All works to incorporate an independent reassurance air test where necessary and removal from site using a licensed carrier and dispose of at a licensed disposal site. These works are to include but not be limited to
• Removal and re-instatement of textured coatings on plasterboard ceilings.
• Artex removal on concrete walls/ceilings.
• Removal of A.I.B. in areas as required. i.e. cylinder and boiler cupboards.
• Removal and re-instatement of asbestos profile roof sheets.
• Floor tile removals.
• Fly tipping removal
• Removal and disposal of asbestos cement products and debris
• Environmental cleans following asbestos incidents.
• Voids/Empty properties necessitate Notifiable Non-Licensed works and non-licensed works removals/remediations within a short notice period, this being within three working days of a removal request being placed, notifiable removals will remain in accordance with HSE guidelines and CAR 2012.
• Planned works encompass kitchens and bathrooms, common areas, heating upgrades, roof replacements, garage refurbishments and flooring programmes. Remediation stemming from these works should by its nature be subject to an extended notice period, however there are short notice requests made for remediation in instances of unexpected heating replacements.
• Reactive works generally cover emergency and critical remediations, site attendance normally required within a 4-hour window. This may be as a result from an asbestos incident where an environmental clean-up is required or as part of a request to remove by an operative.
• All notifiable works are subject to the 4-stage clearance regime and have suitable and sufficient air tests carried out by an independent consultant.
• 24-hour emergency cover is in place to manage potential incidents within the client’s stock.
We work with Lincolnshire Housing Partnership to develop an accurate asbestos register (based on their existing system), supplying/inputting waste documents etc against existing survey information.
Aspect demonstrate value for money and best practice in all its activities, including rigorous health and safety procedures and an ability to work with and communicate with clients, tenants and members of the public who may not have a technical knowledge of asbestos.
We work on reactive/planned works, involving asbestos removal of floor tiles, ceilings, cement roof sheeting and soffits. Works within occupied properties adhere to strict health and safety procedures regarding access, appropriate signage, hoarding/panelling/fencing/site clearance.
Key objectives include:
24/7 365 service, 3 day return on void properties, 3-hour emergency response, Progress Meetings, social value and local community benefits.
Outcomes
In September 2024 we had our latest formal review with the client and in the preceding six months we undertook 590 projects which were all individual tasks ranging in value from £1,000 to £5,000, all works have been completed without incident and within budget against the agreed SOR’s.
In August 2024 an agreement was made by LHP to extend our Measured Term contract for a further 12-month period commencing 01st October 2024, to conclude 30th September 2025, with an agreed 5% increase to the Schedule of Rates.
