Project Summary
Progress Housing Association a not-for-profit housing provider that owns and manages over 11,800 homes. Our services include Asbestos removal from domestic properties throughout the Northwest, predominantly in the Blackpool, Fylde, Preston, Manchester area. Works include all emergency, reactive and planned maintenance. This includes a 3-hour emergency call out for all asbestos issues.
Implementation
The scope includes the removals and encapsulation of asbestos containing materials as identified in relevant asbestos surveys by others. All works to incorporate an independent reassurance air test where necessary and removal from site using a licensed carrier and dispose of at a licensed disposal site. These works are to include but not be limited to
• Removal and re-instatement of textured coatings on plasterboard ceilings.
• Artex removal on concrete walls/ceilings.
• Removal of A.I.B. in areas as required. i.e. cylinder and boiler cupboards.
• Removal and re-instatement of asbestos profile roof sheets.
• Floor tile removals.
• Fly tipping removal
• Removal and disposal of asbestos cement products and debris
• Environmental cleans following asbestos incidents.
• Voids/Empty properties necessitate Notifiable Non Licnsed works and Non Licensed works removals/remediations within a short notice period, this being within3 working days of a removal request being placed, notifiable removals will remain in accordance with HSE guidelines and CAR 2012.
• Planned works encompass kitchens and bathrooms, common areas, heating upgrades, roof replacements, garage refurbishments and flooring programmes. Remediation stemming from these works should by its nature be subject to an extended notice period, however there are short notice requests made for remediation in instances of unexpected heating replacements.
• Reactive works generally cover emergency and critical remediations, site attendance normally required within a 4-hour window. This may be as a result from an asbestos incident where an environmental clean-up is required or as part of a request to remove by an operative.
• Progress Housing periodically generate asbestos waste and require a collection service across the stock to collect and dispose of bagged and labelled asbestos waste. This needs to be collected from site within an 8-hour window.
• All notifiable works are subject to the 4-stage clearance regime and have suitable and sufficient air tests carried out by an independent consultant.
• 24-hour emergency cover is in place to manage potential incidents within the client’s stock.
We work with Progress Housing to develop an accurate asbestos register (based on Progresses existing system), supplying/inputting waste documents etc against existing survey information.
Aspect demonstrate value for money and best practice in all its activities, including rigorous health and safety procedures and an ability to work with and communicate with clients, tenants and members of the public who may not have a technical knowledge of asbestos.
We work on reactive/planned works, involving asbestos removal of floor tiles, ceilings, cement roof sheeting and soffits. Works within occupied properties adhere to strict health and safety procedures regarding access, appropriate signage, hoarding/panelling/fencing/site clearance.

Outcomes
The vast majority of the works undertaken over the last 4 years have been floor tile removals which have been part of planned maintenance works, but we have also completed several emergency call outs, the most recent of which was 27 Greenwood Court Preston which required a 1 hour emergency response due to water damage to textured coating ceilings on the ground floor due to a burst pipe. The site was visited and made safe by a team of Operatives and the remaining works were planned and completed within 3 days allowing for follow on trades to undertake the re-instatement, keeping disruption to a minimum.
In 2024 we undertook a scheme of 45 properties at Jubilee Court removing Asbestos Insulating Board (AIB) ceilings to gas meter cupboards, re-instatement was undertaken by Progress.
We also completed a roofing scheme at Aspen Court where we acted as principal contractor, the works were to remove asbestos cement roofs and decontaminate the loft spaces, we employed the scaffolding contractor and the roofing contractor for the project and Luke Bartle acted as our Site Manager for the works.
We undertook a large AIB soffit removal project at Meadow Croft to various blocks of flats, works were completed over a 4-month period.
There has only been one formal review with the client as there have been zero defects or complaints and all works have been completed without incident and within budget against the agreed SOR’s, the formal review we undertook lead to a re-award of the contract for a further 3 years via Fusion 21.
