VIVID is a Hampshire based Registered Provider of homes and services to local communities throughout Hampshire and parts of Surrey. We were created from a merger between First Wessex and Sentinel Housing Associations. We have around 70,000 customers, 30,000 homes and 1,000 staff and are the largest provider of housing association homes in Hampshire.
Our contract covers planned and reactive works and empty properties (voids) across all VIVID’s stock, both occupied and vacant residential dwellings (these are located mainly across Hampshire, Surrey and Wiltshire)
The Works & Technical Capability
The scope includes the removals and encapsulation of asbestos containing materials as identified in relevant asbestos surveys by others. All works to incorporate an independent reassurance air test where necessary and removal from site using a licensed carrier and dispose of at a licensed disposal site.
To undertake the removals/remediation and collection of asbestos waste across all of VIVIDS stock. These works are to include but not be limited to
• Removal and re-instatement of textured coatings on plasterboard ceilings.
• Artex removal on concrete walls/ceilings.
• Removal of A.I.B. in areas as required. i.e. cylinder and boiler cupboards.
• Removal and re-instatement of asbestos profile roof sheets.
• Floor tile removals.
• Fly tipping removal
• Removal and disposal of asbestos cement products and debris
• Environmental cleans following asbestos incidents.
• Voids/Empty properties necessitate removals/remediations within a short notice period, within 3 working days of a removal request being placed, notifiable removals will remain in accordance with HSE guidelines and follow the notifiable materials process with the HSE.
• Planned works encompass kitchens and bathrooms, common areas, heating upgrades, roof replacements, garage refurbishments and flooring programmes. Remediation stemming from these works should by its nature be subject to an extended notice period, however there are short notice requests made for remediation in instances of unexpected heating replacements.
• Reactive works generally cover emergency and critical remediations, site attendance normally required within a 4-hour window. This may be as a result from an asbestos incident where an environmental clean-up is required or as part of a request to remove by an operative.
• Periodically generate asbestos waste and we will need a collection service across the stock to pick up and dispose of bagged and labelled asbestos waste. This needs to be collected from site within an 8-hour window.
• All notifiable works are subject to the 4-stage clearance regime and have suitable and sufficient air tests carried out by an independent consultant.
• 24-hour emergency cover is in place to manage potential incidents within the client’s stock, an agreed maximum attendance time for asbestos waste/fly tipping collection is 2 hours.
We work with VIVID to develop an accurate asbestos register (based on VIVIDs existing system), supplying/inputting waste documents etc against existing survey information.
Aspect demonstrate value for money and best practice in all its activities, including rigorous health and safety procedures and an ability to work with and communicate with clients, tenants and members of the public who may not have a technical knowledge of asbestos.
The Contract shall be for 36 months, with the possibility of extension for 24 months subject to satisfactory performance.
We provide our clients with Open Book Accounting to allow full transparency of the project and related costs. This is delivered through our bespoke database Inspect. Vivid Homes have 24/7 access to our database. This system is used to manage the workflow of some 20,000 asbestos related instructions per annum for workflows. Our system allows us to create documentation with greater efficiency, greater feedback and adds value to the Partnership with less resources required in the back office. In terms of added value, the system allows, at no additional cost to Vivid the functionality of automatic email alerts on various project milestones, the ability to access your data whenever required and on-line digital repository for your asbestos related data that is securely backed-up in real-time on our own disaster recovery centre.
Significant costs are associated with the disposal and transportation of asbestos waste. We have examined our cost base and have taken control of our supply chain. We transport our consigned waste to our own licenced waste transfer station thereby removing the third party margins from our costs, allowing us to provide a more reliable service at a lower expenditure.
